Dr. Sima Samar, the Chair of the Independent Afghanistan Human Rights Commission is the first human rights commission in Afghanistan's history. Dr. Samar was one of only two women cabinet ministers in the transition government. As the recipient of the inaugural PHHRA, Sima Samar will be recognized for her dedication to the education and health of women in Afghanistan. Her unfailing efforts for her countrywomen through decades of resistance and life threatening circumstances deserve our deep respect and recognition.
